If the creator included everything you need, then simply move the Mods folder that was included with the download into Documents > Electronic Arts > The Sims 3 and make sure that Resource.cfg is there also. Then, you should be ready to play. When you download custom content, make sure that it is for The Sims 3 and not The Sims 2.
